			<content:encoded><![CDATA[<p>Majority of the biggest names in the Philippine insurance industry yesterday expressed overwhelming support for the Integrated Insurance Registration System to be implemented by the Land Transportation Office (LTO) in registering all motor vehicles.</p>
<p>Led by the National Reinsurance Corp. of the Philippines, the insurance firms also made known their intention to participate in the system adopted from the Compulsory Third Party Liability (CTPL) model of the GSIS.</p>
<p>The system was approved by the Department of Transportation and Communication (DoTC) under 2007-28 issued July 5, 2007. The overhauling of the CTPL system is a joint undertaking of the DoTC with the Insurance Commission, LTO, GSIS, and Stradcom.</p>
<p>&#8220;We take note of the adoption of the GSIS CTPL Reform Program by the Insurance Commission as reflected in the memorandum of agreement dated July 1, 2008, which the IC signed with the DoTC, LTO, GSIS, and Stradcom,&#8221; said the insurance firms in a joint statement.</p>
<p>&#8220;This expression of solidarity is in line with our goal to provide the public only the best insurance products for their needs. Likewise, the time has come to put an end to the long-festering problem of the proliferation of fake CTPLs.&#8221;</p>
<p>The CTPL is an insurance policy providing up to P100,000 in coverage to third parties killed or injured in accidents involving insured vehicles. Securing CTPL is mandatory before a vehicle can be registered with the LTO.</p>
<p>DoTC Assistant Secretary Robert Suansing disclosed that the guidelines for the new CTPL system are now being drawn by the concerned agencies for immediate implementation.</p>
<p>Under the GSIS CTPL scheme, the GSIS will farm out the provision of CTPL policies to accredited insurance and reinsurance firms at much lower prices than the old CTPL system.</p>
<p>The set up shoots down claims that the new system will lead to any one body monopolizing the CTPL business, as well as allegations that it will result to massive job losses in the insurance industry.</p>
<p>&#8220;There&#8217;d be no job losses among the ranks of legitimate insurance brokers, only among those who had been duping the public for decades now selling fake CTPLs. We say good riddance to them,&#8221; said an insurance agent.</p>
<p>While providing vehicles owners big savings of up to P425 per policy, the Integrated Insurance Registration System will also ensure that motor vehicle owners will be provided only geniuine CTPL policies and be spared from the rampant &#8220;CoC or certificates of cover-switching in which CTPLs for tricycles are passed off as CTPLs for cars and other vehicles.</p>
<p>The present CTPL system has been the subject of numerous complaints due to the long-standing problem of as many as two-thirds of CTPLs sold under it to be fake. The government also lost billions of pesos because of fake CTPLs for whom documentary stamps and other taxes were not paid. From 2000 to 2007, the government had lost at least P2 billion in revenues due to fake CTPLs.</p>
<p>When implemented, the Integrated Insurance Registration System will ensure against fake CTPLs, make the registration and CTPL-procurement process hassle free, and ensure that the government gets all incomes due it from CTPL premiums paid. &#8212; The Daily Tribune, July 16.</p>

<p>We transformed that slogan to reflect our vision of providing a kind of service where members and pensioners can enjoy their GSIS privileges and benefits anytime and anywhere.</p>
<p>From that day in 2002, when it embraced this proverbially impossible dream, there was no turning back for the GSIS.</p>
<p>With the eCard, the eCard Plus, and the GW@PS kiosk, the GSIS found itself at the forefront of providing convenient and efficient service. Pioneering as they were, one would think that the GSIS had finally fulfilled its dream of serving its members anytime and anywhere. One could be lulled into believing that the vision had already turned into reality.</p>
<p>Think again.</p>
<p>For the GSIS, the innovations of the eCard and the GW@PS were merely steps that the GSIS took to achieve bigger and better things. Our foresight was very clear &#8212; &#8220;Kahit saan, kahit kailan, maasahan.&#8221; This is our ultimate goal. Nothing less.</p>
<p>Still, all the technologies we developed and enhanced did provide us with a solid backbone to support our vision. However, the vision needed something more to make it real. We searched the world over to find the last piece of this technological puzzle.</p>
<p>Our search led us to rediscover the powerful yet untapped potential of the human voice.</p>
<p>Harnessing the power of voice biometrics, the GSIS has succeeded in developing a system where a wide range of GSIS services becomes available with human voice activation.</p>
<p>Simply put, to access this service, a GSIS member or pensioner only needs to call up the GSIS. The caller identifies himself, through his voice. Right there and then, all the GSIS services that he needs will be made available to him.</p>
<p>Finally, we have a system that creates a perfect balance between secure and sophisticated technology with simplicity of use.</p>
<p>With this system, t brings me pride to announce before you that our vision of providing services anytime and anywhere is no longer a dream and an empty promise but a living reality in full and vivid colors.</p>
<p>Ladies and gentlemen, I bring you, the GSIS Voice Activated Processing System (<a href="mailto:GV@PS">GV@PS</a>).</p>
<p>More than a year of research and development was devoted to perfect the GV@PS. Last year, we have already successfully piloted the GV@PS for our pensioners residing in the United States and Canada.</p>
<p>Today, here in this paradise island of Bantayan, we officially launch the GV@PS &#8212; our newest signature of convenience in service delivery. Our members and pensioners here in Bantayan are given the first taste of the brand of convenience all our members and pensioners are set to experience in the coming months when we finally roll out the GV@PS to the general membership.</p>
<p>As we are preparing the GV@PS, we are also preparing our mmbers and pensioner for it. In fact, as we speak, we have started a massive campaign to inform our members and pensioners on what the GV@PS is all about and, more significantly, how this will change the way they transact business with the GSIS.</p>
<p>Ladies and gentlemen, what we see now started with a dream. Over time, this dream evolved into a promise &#8212; a solemn commitment to our members and pensioners that the day will come when the GSIS will be as efficient as it neverwas before&#8230; that one day the GSIS can be relied upon more than it ever was before.</p>
<p>With the GV@PS, the GSIS service is no longer constricted by time and distance, nor by access to GSIS office or kiosk. For today, we have succeeded in doing what no institution in the world, whether private or government, has been able to do, and that is, to place our services literally in the tip of the hands of our members, whenever they want and wherever they may be.</p>
<p>Today, the dream has turned to reality; the promise is finally fulfilled.</p>
<p>Thank you for believing in the GSIS.</p>

<p>Much like the uniqueness of fingerprints, each person can also be identified by the unique characteristics of his voice. When a person talks, he creates a distinct voice characteristics and gives speaking patters that are enough to establish his unique identify. Unlike other virtual signatures, voice biometrics is accurate and convenient &#8212; an emerging technology that completely supports the growing demands for a highly secure authentication system. All over the world, corporate giants, including global banks, multinational customer care industries, and law enforcement agencies, are turning to voice biometrics for different applications.</p>
<p><strong>What is voice biometrics?</strong></p>
<p>Behind the science of voice biometrics is the developent of a numerical model of the sound, pattern, and rhythm of an individual&#8217;s voice. This is called voiceprint.</p>
<p>A voiceprint provides a solid identification system. It is difficult to forge, is reliable, easy to use, and produces a detectable audit trail. The distinctness of speech creates an indelible personal signature &#8212; one that can neither be forged nor duplicated.</p>
<p>Unlike other authentication systems, voice biometrics requires no special equipment. As soon as the voice is registered, transactions can be as simple as making a phone call. Whether through a landline or a mobile phone, this platform makes it possible for users to comfortably interact with the voice biometric application without any additional training.</p>
<p>Coupled with the standard identification and verification client screening techniques, the voice biometrics system is, without a doubt, the new infallible technology. This is th power of voice signature.</p>
<p><strong>What is GV@PS?</strong></p>
<p>At the core of the GV@PS is voice biometrics &#8212; a secure and highly efficient authentication system. It is powered by the integrated technological capabilities of telephone, voice authentication, voiceprints, and virtual private network.</p>
<p>As no two voices are alike, it can be used as a unique signature &#8212; a signature that securely allows members and pensioners to transact with the GSIS using any phone, even cellular phones.</p>
<p><strong>How to enroll and use the GV@PS?</strong></p>
<p>To enroll, members and pensioner only need to present their eCard Plus to the GSIS authorized representative (GAR) in GV@PS enrollment centers. the GAR will assist the enrollee in recording and storing his voice data, thus creating his distinct voice signature.</p>
<p>A few minutes after enrolling, members and pensioners may call up the GV@PS hotline. Globe subscribers may call 1-800-8-8474747 and Smart subscribers may call 1-800-10-8474747. These are toll-free numbers and all calls made in the Philippines are free of charge.</p>
<p>Once they call the GV@PS hotline, members and pensioners should state their 11-digit GSIS ID number. The GV@PS authenticates callers&#8217; voice by matching it with the voice signature stored in its system. As soon as the GV@PS recognizes the callers, they can start transacting with the gSIS right where they are, as if they are doing business inside GSIS offices or through the GW@PS kiosks. With the GV@PS, members can enjoy the same frontline transactions off site in a completely paperless environment. No need to go to GSIS offices!</p>
<p>GSIS members can apply for loans and avail of other services using any telephone, including their cell phone, right at the comfort of their homes. GSIS pensioners can renew their active status without having to visit their servicing GSIS office or to access a GW@PS kiosks, thus ensuring the continuous receipt of their monthly pensions.</p>
<p>To eliminate fears of identify theft, each transaction requires a voice pin &#8212; a four-digit number that the caller has to state. This vocal password electronically verifies the identify of callers by matching how they state randomly given numbers with the encrypted voiceprint found in the GSIS database.</p>
<p>Simple, fast, and safe. This is GSIS service &#8212; 24/7, anywhere in the world.</p>
